Can Municipalities Legislate “Theft”?

Good day, dear reader.  That old idea of *Property Rights* has hit my consciousness again.  It being a significant part of the “Pursuit of Happiness” – meaning part of the rights outlined in “Life, Liberty and the Pursuit of Happiness” from the Declaration of Independence.  You remember, dear reader, those “Inalienable” rights, the rights granted by God the Creator to each and every individual human at creation, and unalterable by man?  Yeah, those rights, which include the right to own property.  As in “OWN”.

So, Imagine my Surprise at Reading

this …Emergency plans in Louisville raise eyebrows article explaining how the city of Louisville is legislating to cover an emergency, by TAKING things from people, that other people may need in an emergency.  They rather allude to the idea that they would compensate the *victims* valiant citizens that were prepared enough to have the stuff in the first place.  It is easy to see the intent of the government of Louisville, and it is arguably a good intent; but recall that the path to hell is paved with good intents.  Perhaps a better solution would be for the Ruling Class, err, umm Representatives of We, the People in Louisville  to begin the preparation for emergency by actually purchasing those items that they would otherwise steal, and hold onto them in advance.  Just saying.
